UCOR is transitioning from the superseded OUO orders (471.3, Identifying and Protecting Official Use Only Information, and 471.3-1, Manual for Identifying and Protecting Official Use Only Information) to the new marking requirements of DOE O 471.7, Controlled Unclassified Information.
This has been a collaborative effort between CICO, Training, and IT/Cyber to implement. The transition date from OUO to CUI requirements is set for September 1, 2026, with one exception—CUI formal documentation transmitted to DOE or EM must be marked as CUI beginning today to meet their requirements.
What is Controlled Unclassified Information (CUI)?
CUI is information that requires safeguarding or dissemination controls pursuant to and consistent with applicable law, regulations, and government-wide policies (LRGWP) but is not classified under Executive Order 13526 or the Atomic Energy Act, as amended.

Who can determine what information is CUI?
Any Federal or contractor employee can determine that an unclassified document contains CUI information if that document is originated within their office, is produced for their office, or is under the control of their office.
How to determine if a document contains CUI?
Consider whether the information requires safeguarding or dissemination controls pursuant to and consistent with applicable law, regulations, and government-wide policies. Reference the CUI Registry for the listing of CUI Categories and their respective Descriptions/Safeguarding Authorities. Compare the description to your document’s information to determine if the category may apply, then review each LRGWP authority for a more specific match. This authority will determine the marking and safeguard protection requirements. Information that meets these criteria would be determined to contain CUI information
