Continuing in 2024, eligible Post-Age 65 retirees and eligible spouses will receive their healthcare coverage through an exchange program. The Oak Ridge Reservation Cleanup Contract (ORRCC) Retiree Healthcare Exchange (RHE), options, and stipend process will remain in effect for 2024. The annual employer-paid stipend amount for 2024 is $2,736.
An annual employer paid tax free stipend, payable through a Retiree Reimbursement Arrangement (RRA), will be made available to eligible retirees and eligible spouses to help offset the cost “incurred in claims” of the healthcare coverage elected. If you are an eligible retiree, you may sign up for the ORRCC RHE program during the applicable benefits annual open enrollment period or Qualifying Life Event (QLE). However, you must elect the healthcare exchange coverage through the ORRCC RHE program in order to receive the stipend.
As a reminder, an eligible retiree must be enrolled in the ORRCC medical coverage in order for eligible spouse to enroll in Pre-Age 65 or Post-Age 65 retiree medical coverage (this does not apply to surviving spouse). Eligible retirees or spouses aged 65 or older must enroll in medical coverage under the ORRCC RHE program. Spouses aged 65 or older cannot enroll in the Pre-Age 65 Retiree Medical Plan as a dependent under the Retiree.
As a reminder, on January 1, 2023, UCOR implemented changes to the RRA process by transitioning from the full rollover RRA balance to a different rollover method using a $5,000 fixed-amount approach, along with a 90-day runout period from end of calendar year.
Example: A participant has a $6,000 balance at the end of 2023. UCOR will allow a maximum of $5,000 to roll year over year. On January 1, 2024, $5,000 will roll forward, plus the retiree will receive the 2024 subsidy of $2,736. Their available balance for 2024 spending would be $7,736. The remaining $1,000 from 2023 must be spent down during the 2023 run out period against the 2023 plan or it will be forfeited (must be submitted by March 31st).
