UCOR-4388 “UCOR Classification and Information Control Policy for Review of Newly Created Media” and PROC-SE-1005 “Classification and Information Control” require that information within a classified subject area (CSA), including legacy ETTP information or newly created media containing scientific and technical information (STI), receive review and release approval by the UCOR Classification Officer or designee (i.e., Classification and Information Control Office staff), prior to its public release or unclassified external distribution. Public release includes, but is not limited to, making information available to the general public, publishing documents on websites available to the public, providing information to Congress, briefing audiences that include members of the public, and Freedom of Information Act (FOIA) releases.
Information that has previously been determined/marked as unclassified still requires a review prior to release to the public. Staff should use the electronic Information Release Office (eIRO) system to submit documents or material intended for public release. Requestors will receive an Information Release Form from eIRO. The form will declare whether the information is publicly releasable or has limited release, which guides how it can be released outside of UCOR, if at all.
Even if a program or project is not within a CSA but falls within an active designated unclassified subject area (DUSA), additional controls may exist pertaining to creating, handling, and protecting the information.
