Will Earhart, the current Outfall 200 Construction and Project Manager, has been named the Critical Projects Manager of Projects, effective Nov. 3. Will joined UCOR earlier this year as part of teaming partner RSI after a 20+ year career with Eastman Chemical Company, where he most recently was the Director of Global Construction Management of a roughly $1 billion portfolio of projects both domestically and abroad.
As UCOR works with OREM on the path forward for the Outfall 200 Mercury Treatment Facility, Will will report directly to Critical Projects Manager Joe Aylor and help oversee and support Area Project Managers on UCOR’s capital line item and construction projects, including EMDF, ORNL/Y-12 infrastructure, Nuclear Operations infrastructure, and Heritage Center construction and infrastructure. He has a strong relationship with UCOR’s labor partners and understands large-scale discreet subcontracting that will be necessary for the Critical Projects organization moving forward. Will has a Bachelor of Science in Construction & Engineering Technology from ETSU and a Master of Business Administration from King University.
Will is succeeding Richard Bonner, Outfall 200 Mercury Treatment Project Director, who is retiring in November. Richard joined UCOR as part of our teaming partner RSI after a nearly 35-year career with Eastman Chemical Company in February 2024 as UCOR completed the transition of ownership of the project from the previous contractor. Through his leadership, UCOR achieved several major milestones, including completion of significant concrete activities at the Headworks site, completion of structural steel activities at the Treatment site allowing us to roof-in and weatherproof the building, and setting nine tanks at the Treatment site months ahead of the DOE performance plan goals. However, the most important achievement was his focus on safety and ensuring our workforce went home safely every day. Over the course of two years of major construction activities, no recordable incidents nor lost workday injuries were reported on the project.
